Ahh, the Hurrican Katrina bottling.
I’ve seen old bottles with this problem. I believe it has to do with the glue that was used (but could be wrong). I certainly am not vouching for that being an authentic bottle. But then again, neither do many auctions if you read their fine print.

I have had older Bordeaux bottles with yes this glue staining.
Never any Jayer though, of any sort.
