What states permit retail license holders to buy and resell private wine collections?

I want to start my own retail wine store and am trying to find out which states permit retail license holders to buy and resell private collections, with relative ease.

Do you know?

Here in VA it is technically possible but the red tape is so high the ABC agents don’t really know how to do it b/c retail license holders don’t do it (a possible opportunity, I know).

Bonus points if the jurisdiction permits selling of distilled beverages, too.

Here in VA it is a control state so the government sells all liquors.

I am wine-centric but would like to be able to sell spirits, too, to be able to fund the purchasing of wine cellars to buy and hold.

Also have been doing research into zip codes with higher income levels.

Anyone know of marketing material that shows which localized demographic groups buy more wine? I know of some from travels, haven’t seen marketing info.

I am also generally avoiding jurisdictions whose local governments are in trouble (IL, CT).

Being in Virginia, you should be aware of the advantages of DC.

Yes. At present I live in SW VA, but I have looked at DC.

Found a good store to buy but it comes with real estate, and I’m not interested in that.
