Seems like it to me. Or, they monitor what sites you actually use and make sure to never offer on those. I have around 6 different AmEx cards and have never gotten an WDC coupon.

i dunno i get several repeats per year it seems. i have had wtso twice in a 12 month interval. i have had countless wineaccess promos (5+) and just got a fresh one. multiple zachys. i would argue whatever algo they use rewards repetitve use from my personal experience. i have a non premium card as well.

My anecdotal impression is that the offers tend to be much more related to what type of card I have and not related at all to where I have actually used the card, either in connection with previous offers or otherwise. I have received many repeat offers over the years.
