One would think that the buyer would not be required to ask for proof from the seller that they have the requisite permit(s) to sell to them and that the exposure is with the seller. In theory if the seller didn’t charge you sales tax you would be obligated to remit use tax.

I always ask the seller if they are a cop before I buy. It works every time.
