It’s always the last Saturday in February.
Sort of like how “buy those bottles day” is always January 27. 
Hah, missed this one. It’s a fun idea but I try to live by it not just “once a year.” Hopefully this inspires folks to enjoy those precious bottles any time. Most WBers have (far) more bottle than they have special occasions!
