I was thinking the same thing. A 0.58 conversion factor would put it at 14.2% unless he watered back.

No chance yeast converted at 0.58 back in 1979 that is a new phenomenon in the past 25 years.

Just had a really nice Washington State Syrah from the hot vintage of 2015 which stated 13.5% which would agree is the low end of the legal limit on that one!

I think many people mistake WA for a hot place…Walla Walla, Yakima Valley, The Gorge, and so many places are cool, the ones that get warmer benefit from diurnal shift with really cool nights.
