Weird, it doesn’t show Build Poll for me.
No Build Poll when open the drop down…
When you hit reply, click the gear - what do you see?
Could be because you are a new user, no trust level built yet (which is automatic in the software based on posting, time here, etc) so you don’t have the permissions yet

Being a new user must be it, I can’t get it to pop up. Would you be able to assist in posting one for a fresh fish like myself on my only Topic so far?

I think those features are available to active users. Kinda like not being able to use Commerce Corner until you have a certain amount of posts. It weeds out folks who come here just to participate once and bail.
Just wait it out, participate a bit until you move to ‘trust level 1’ and you’ll get to do it yourself.
